Galloway Creek PUD Community Input Meeting

December 31 2007 - Galloway Creek Condominium development planning meeting was held at 11:00 at 111 W. Chesapeake Ave in Towson - BQCA members were present.  The developer had prevoiusly presented his plans to the county, and received initial feedback from each of the County agencies.  The developer made a number of very important changes at the meeting.  The developer went from a purely residential redevelopment, which was approved by the County Council, to a mixed development, where the Marina function was retained.  This represents a MAJOR change to the development plan. Essentially, the developer wants to retain the marina, reduced in size, and ADD 36 relatively low cost, high rise condominiums to the waterfront.  See the Condo News page for additional information.

February 13  2008 - Public Input Meeting for the Galloway Creek condominiums.  The meeting was held at the Community College of Baltimore in the Admin Building J137 Lecture Hall.  The meeting was very well attended by BQCA members.  The No Condo group outnumbered the Condo group about 4 to 1.  If you removed the people with a vested interest in the condos, only about 10  or so people appeared for the condos.  The developers representative, attorney John Gontrum did not seem receptive to any community input comments.  The Baltimore County representatives were taking notes.  Thanks to all that attended - your message was quite clear to the County representatives.

March 2, 2008 - Baltimore County Comprehensive Rezoning Meeting at the Overlea High School.  The meeting started at 8:00 and BQCA voiced their opinion on community related zoning requests.  The planning board is now assembling their final assessment of the zoning requests.  An excellent article can be found in the East County Times  by Diane Carliner overviewing the position of BQCA.

March 25 - Bowleys Quarters Community Association General Membership Meeting was held at 7:00 PM with near record attendance.  Mr Bill Fleischell of Baltimore County spoke on the status of the sewer system and options for development.  Councilman Joe Bartenfelder then spoke about recent  legislation.  He introduced some potential new legislation, which has been passed by the county council, that eliminates residential within a business maritime zone for conventional development.  However, the underlying residential restriction was removed, which continues to allow a developer to proposed high density housing under a Planned Unit Development on marina sites.  It also continues to allow mixed use (both commercial and residential) Planned Unit Developments.  Because the proposed legislation appears to favor the developers and does not follow our Growth and Management community plan, BQCA opposed the changes. However, despite our objections, the County Council approved the legislation.  This is another in a line of legislation that tends to favor the developers and the marina owners.    

April 17  - Special Community Meeting - delegate Pat McDonough presented a very informative and entertaining overview of this past sessions good and bad legislation.  The presentation was excellent!  Thanks Pat!

April 22 - Bowleys Quarters Community Association General Membership Meeting - was held at St. Matthews Lutheran Church Fellowship Hall.  Delegate Pat McDonough discussed community issues.  Another excellent presentation!  Please visit

May 27 - Bowleys Quarters Community Association General Membership Meeting - was held at St. Matthews Lutheran Church Fellowship Hall.

June 22 - Bowleys Quarters Community Association General Membership Meeting - was held at St. Matthews Lutheran Church Fellowship Hall and featured a pot luck dinner and a 50/50 raffle for $2500  Both were tremendously successful.  Thanks to everyone that helped makes these events successful.  Over $500 was donated to our association at the meeting!

 THANKS:   BQCA members cleaned most of the trash from Bowleys Quarters Road and many side roads on Saturday during the Community Clean Up.  The community never looked so good!  Many thanks to all that donated their time.  Thanks to Long Beach Restaurant for providing lunch to the volunteers!
